Position Overview

The Illinois Department of Public Health is seeking a highly motivated, organized, professional, and results oriented individual to serve as Chief Transformation Officer. This key position will drive the development and execution of innovative and transformative public health strategies, focusing on reducing health disparities, improving community health outcomes, and ensuring alignment with state and federal health priorities. The Chief Transformation Officer will collaborate with department leaders to shape long-term initiatives, foster cross-sector partnerships, and oversee performance management to achieve health equity goals. The ideal candidate for this position will have excellent project management skills, organizational skills, strong oral communication skills, and at least 5 years of supervisory experience.

Essential Functions

• Serves as the Chief Transformation Officer.
• As a key member of the leadership team, the Chief Transformation Officer is responsible for building and leading a high-performing strategic team dedicated to advancing the department’s mission. By working closely with department leaders, the Chief Transformation Officer ensures alignment of strategic efforts across various programmatic areas, driving collective success in achieving the department’s public health objectives.
• Serves as full-line supervisor.
• On behalf of the Director, serves as a liaison with local health departments, hospitals, and health systems, non-governmental, organizations, community-based organizations, external stakeholders and partners and other state agencies regarding Director’s priorities and Department’s public health policies.
• Proactively assess and mitigate risks to strategic goals, including policy changes, budget constraints, and public health emergencies. Ensure alignment with state and federal regulations, adapting strategies as needed. Lead or assist in crisis response planning to quickly address emerging health challenges.
• Performs other duties as required or assigned which are reasonably with the scope of the duties enumerated above.

Minimum Requirements

• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

• 5+ years of progressively responsible experience as a supervisor.
• 3+ years of experience as a member of a senior leadership team.
• Master’s degree in social work, public administration, or public health.
• Thorough knowledge of Department’s programs and service objectives, activities, and operational systems.
• Four (4) years of experience proposing, developing and monitoring budgets.
• Ability to exercise sound judgement and discretion.
• Thorough knowledge of developing, implementing and interpreting policies and procedures.
• Four (4) years of experience communicating effectively both verbally and written.
• Two (2) years of experience establishing, maintaining, and improving cooperative working relationships with various stakeholder on health promotion issues.

• Requires appropriate, valid driver’s license.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
